The Team JOSE RODOLFO (RUDY) LOZANO, CFE
Background & Experience: Lozano joined the Rodriguez Group in July 2004. Following a distinguished career with the Federal government he served as Director of Worldwide Security for United Technologies Automotive (UTA) and Director of Global Security for Avon Products Inc. While with UTA Mr. Lozano established and implemented comprehensive corporate security programs worldwide and his efforts resulted in recoveries in excess of $5 million from white-collar crime investigations. As Avon’s Director of Global Security, he designed and implemented security and anti-fraud programs to comply with Sarbanes-Oxley and other corporate reporting requirements. Among his many notable accomplishments, Mr. Lozano implemented anti-hijacking safeguards resulting in a savings to the company of over $1,756,000.00 in Brazil and $429,196.00 in Mexico. Hijacking incidents in Brazil were reduced from 381 per annum to 229 and in Mexico from 225 per annum to 148. Prior to entering private sector security he had over twenty-eight years of combined Federal Service with the Central Intelligence Agency, the Drug Enforcement Administration and the U.S. Military. As a Career Case Officer for the CIA, he served in Washington, D.C., Cambodia, Viet Nam, Laos and Latin American areas on general intelligence and paramilitary operations. As a Special Agent, Mr. Lozano was assigned the lead as an undercover agent in New York as part of the Congressional Knapp Commission targeting corruption of public officials. As a supervisor for the DEA, he implemented and directed money-laundering operations in Miami, Florida and Houston, Texas. He led extradition operations of fugitives from foreign countries and initiated undercover operations against notorious drug kingpins in a number of countries. He successfully participated and directed high profile operations Snowcap (Eradication of Cocaine Laboratories in Bolivia), Sky King (Air Interdiction) and Swordfish (Money Laundering). As Director of Special Operations for the DEA, Mr. Lozano negotiated with high-ranking foreign officials in fifty-six (56) countries for the installation of electronic interdiction networks. Mr. Lozano enhanced and coordinated sensitive operations with NSA, CIA, SOUTHCOM, NORAD, JTF4 and JTF6. He supervised Special Agents in the preparation and prosecution of multi-jurisdiction major narcotic investigations and special operations worldwide. Education and Training: Mr. Lozano holds a B.A. Degree in Social Studies from The University of Texas and is a Certified Fraud Examiner. He graduated from the U.S. Department of State Foreign Service Institute’s Protocol and Embassy Operations for Latin America. He completed Basic and Advance courses with the DEA and subsequently successfully completed the prestigious Career Case Officer Tradecraft training course with the CIA. Mr. Lozano received Leadership, Ranger and Jungle training with the U.S Army and received his commission through the Officer Candidate School at Fort Benning, Georgia. He maintains native fluency in Spanish. |
